psp 3000 hack downgrading

did someone try it on PSP 6.20 with a hbl and Use Psp Filer
i view comments on site they said that put the ETC file on ms root then run psp filer using hbl then go to Flash0 then change the Etc folder then exit

It don't work. You can't copy in flash0

It don't work. You can't copy in flash0

This is a failure and unable to work the software?
